Dude. I told you. Chavo's awesome. Finally WWE does something right.
And ECW does NOT have a "World" Title...no matter what it may technically be called. It's lower than the I-C AND U.S. Titles in respectability, no doubt.
But it's still cool that Chavo gets a little run with it.

It's because "S" in US title is silent. Therefore when pronounced, it is the U Title or United Title. So overseas it still works.
